Board Meeting Notice (June 16, 2026)

The next Breen Community Association Board meeting is scheduled for Tuesday, June 16, 2026 at 6:30 PM.

Due to a last-minute scheduling conflict with our usual meeting space, this meeting will be held virtually via Microsoft Teams. All homeowners are welcome and encouraged to attend.

Urgent Community Update: Discontinuation of Recycling Service and Search for a New Provider

The Breen Community Association Board of Directors is writing to inform residents about a significant change to our community recycling service. Our current provider, Texas Pride Disposal, will be discontinuing recycling services for Breen Community Association effective June 30, 2026.

This decision is a direct result of the Board’s recent rejection of a massive, non-contractual rate increase requested by Texas Pride Disposal.

The Details of the Rate Dispute

In March 2026, Texas Pride Disposal petitioned the Board for a new rate of $19.50 per home per month. This increase was disproportionate and significantly higher than our current rate, which was approximately $5.25 per home per month, with annual adjustments expected to be only around $5.60–$5.80 (excluding a diesel surcharge).

The Board determined that the proposed $19.50 rate was significantly higher than the contractual adjustment parameters. Under our existing contract, the automatic annual rate adjustment is limited to 3.00% or the CPI-U, whichever is greater. While the contract allows Texas Pride Disposal to petition for additional increases based on “unusual cost changes,” this change requires written approval by the Customer (the HOA) before becoming effective.

To protect the financial interests of the community, the Board formally declined to approve the proposed $19.50 rate. As permitted under the contract terms for non-agreement on a new rate, Texas Pride Disposal then issued a notice of termination.

Key Dates for Residents

  • Final Recycling Pickup: The final day for recycling collection by Texas Pride Disposal will be Saturday, June 27, 2026.
  • Recycling Containers: Your existing recycling containers will not be collected and will remain with you, the homeowner.

Next Steps: Securing a Replacement Provider

The Board is working diligently to secure a new recycling service contract as quickly as possible. We have reached out to a number of alternative providers to request proposals for recycling-only service.

Providers currently being considered include:

  • Best Trash
  • Gainsborough Waste Services
  • Frontier Waste Solutions
  • GFL Environmental
  • FCC Environmental Services / Houston Waste Services
  • RoadRunner Waste Services

We will continue to provide regular updates to the community as we finalize the terms of a new contract. We appreciate your patience as we navigate this transition and work to secure the best service and value for our community.

Halloween 2025 Decoration Contest

The BreenCA Board for Woodland Oaks 5 and 6 will be judging the decorated houses in our neighborhood on Sat, Oct 25th 2025.

All you need to do is decorate your house for Halloween and keep your lights and decorations on Halloween night for judging!! If the weather does not cooperate, we might do judging the weekend before, but we’ll let everyone know if that happens.

Prizes will be:
1st – $100 Visa gift card

2nd – $75 Visa gift card

3rd – $50 Visa gift card

All prizes come with a yard sign for bragging rights too!

Recycling Cans were delivered today!

You may have noticed a green can in front of your home today! These are our new recycling cans, provided by your HoA Board of Directors at no cost to you!

There was paperwork that was stuck below the lid, like you can see in the image, but the storm blew most of the paperwork away. You’ll find those flyers further down this post.

Here’s what you need to know:

  • Recycling Services will begin Saturday, May 4th and continues every Saturday thereafter (unless it falls on a holiday)
    • Texas Pride will be picking up recycling every Saturday, between 7am and 6pm
    • Please ensure both of your cans are on/next to the curb by 6am Saturday. Neither cans should be in the middle of the cul-de-sac.
    • Since Republic Waste (regular trash) also picks up trash on Saturday, this means we will have 2 trash trucks driving through the neighborhood every Saturday morning.
    • It’s important to leave 2-3 feet of space between the trash can and recycling can, so the automated trucks don’t have a problem reaching the cans.
    • Recycling is FREE to Woodland Oaks 5 & 6. This service will be paid using your annual dues.
  • Each Home will be given a GREEN 65-gallon recycling can.
  • When putting your recyclables into the can, ensure that everything is LOOSE. Do not put recycling into plastic bags.
  • Your trash can and recycling cans both may be stored near your garage as long as they are not overflowing.
  • If you have any issues with the service or if you need a replacement recycling can, please call Texas Pride @ 281-342-8178
    • They will be attending our next board meeting July 10 to listen to any feedback and answer questions.
